Press Release | Memorandum of Understanding Signed Between the Treatment and Rehabilitation Center for Victims of Torture and the Palestinian Commission for Detainees and Ex-Detainees Affairs
The Treatment and Rehabilitation Center for Victims of Torture (TRC) signed a Memorandum of Understanding with the Palestinian Commission for Detainees and Ex-Detainees Affairs, represented by His Excellency Minister Raed Abu Al-Hummus, on the morning of Thursday, July 10, 2025, at the Commission’s headquarters in Al-Bireh.
This memorandum aims to strengthen cooperation between the two parties to provide comprehensive psychological and social support for Palestinian detainees and their families, through specialized programs and initiatives that help alleviate the effects of violations and traumatic experiences endured by detainees in Israeli prisons.
The signing of this agreement comes amid the exceptional and difficult circumstances detainees are currently facing, as serious violations against them continue to escalate. This makes the need for coordinated efforts and specialized support more urgent than ever.
The memorandum was signed by Dr. Khader Rasras, General Director of the Treatment and Rehabilitation Center for Victims of Torture, who conveyed greetings on behalf of Dr. Mahmoud Sehwail, Chairman of the TRC Board of Directors, who could not attend due to being abroad on a humanitarian mission. Also in attendance were Wissam Sehwail, head of the Data Unit, and Manar Arar, head of the Treatment and Rehabilitation Department at the Center.
This step marks the continuation of a strategic partnership aimed at enabling detainees and their families to regain their psychological and social well-being, and to provide a supportive environment that upholds their dignity and human rights.
