Workshop on the Occasion of the International Day in
Support of Victims of Torture
The Treatment and Rehabilitation Center for Victims of
Torture at Independence University held a workshop on Tuesday, June 20, 2023,
on the occasion of the International Day in Support of Victims of Torture, in
partnership with the Legal Clinic at Independence University, the Independent
Commission for Human Rights, the Office of the High Commissioner in Palestine,
and the Arab American University.
The workshop was attended by Dr. Naif Jarad, Vice
President for Academic Affairs and Research at the university, Dr. Issam
Al-Atrash, Dean of the Faculty of Law, Ms. Manar Arrar, Director of the
Treatment and Rehabilitation Department for the Center for the Treatment and
Rehabilitation of Victims of Torture, heads of departments, and faculty members
at the Faculty of Law, Mr. Musa Abu Dahim, Director of the Complaints and
Investigations Department at the Independent Commission for Human Rights, and
Mr. Neil Tobin, Director of Capacity Building at the United Nations Office of
the High Commissioner for Human Rights, Ms. Hindam Rajoub from the United
Nations Office of the High Commissioner for Human Rights, Mr. Anas Bouatana,
Coordinator of Training and Awareness at the Independent Commission for Human
Rights, Captain Husam Sabihat from the Military Department, and Mr. Ziyad Abu
Qabita from the Legal Clinic.
During the workshop, discussions were held on the
psychological effects of torture in its comprehensive concept, the right of
victims of torture to rehabilitation and compensation, and the services
provided by Ms. Manar Arrar, Director of the Treatment and Rehabilitation
Department. The workshop also addressed a number of legal issues, including the
criminalization of Palestinian torture in Israeli prisons, international
mechanisms to combat torture, the legal adaptation of the crime of torture in
international criminal law, national mechanisms to combat torture, and the
right of victims of torture to rehabilitation and compensation in national
legislation and international conventions. Finally, the workshop discussed the
position of Islamic law on torture and the role of legal clinics in promoting a
culture of opposition to torture.
